Dubai eGovernment organizes Blood Donation Drive at HH Ruler’s Court


2129As part of its corporate social responsibility, Dubai eGovernment together with the Department of Finance and Dubai Health Authority organized a Blood Donation Drive among employees of HH Ruler’s Court for the Dubai Blood Donation Centre at Latifa Hospital.

H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment, who was one of 75 employees from Ruler’s Court who donated blood said: “Apart from saving lives, we also want to encourage a voluntary work culture as part of our government’s social responsibility. We informed all employees that donating blood could potentially save between three and five lives.” Bin Humaidan underlined the importance of taking part in such campaigns on humanitarian grounds with the aim of contributing to saving the lives of patients who are in urgent need of blood, particularly children with thalassemia, patients undergoing surgeries or victims of hazardous road accidents.”

The employees of other departments whose offices are located in HH Dubai Ruler’s Court also participated in the blood donation campaign. Even though many more came forward, after preliminary health screening, 75 employees were cleared to donate blood. In turn Dubai Health Authority provided medical screening and advice for all employees who took part.

Dubai eGovernment and Tejari sign MoU to integrate Government Resource Planning, e-Procurement systems


257Dubai eGovernment and Tejari, have recently signed an MoU to cooperate in supporting Dubai Government’s strategy of integration, which is in line with efforts to consolidate Dubai’s stature in the global community. The agreement was signed by H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment, and Suhail Al Banna, CEO of Tejari.

The agreement focuses mainly on the exchange of resources, experiences and expertise to enhance the integration between the Government Resources Planning Systems provided by Dubai eGovernment and the e-Procurement program provided by Tejari. Within the framework of the new partnership, the two parties agreed to jointly organise technical workshops, which will discuss integration and development and will be attended by representatives from different government departments.

Also attending the MoU signing ceremony were Wissam Lootah, Assistant Director General, Huda Al Hashimi, Director of GRP Department, and Shadi Diab, e-Procurement Manager, on behalf of Dubai eGovernment; and Imtiaz Ali, Director of Advisory Services and Business Development, and Nisreen Moosa, Senior Consulting Services Executive, on behalf of Tejari.

Bin Humaidan welcomed the strategic partnership with Tejari as an important step towards strengthening integration and collaboration between government departments on one hand and its suppliers on the other, realising one of the most important priorities of the government. He further stated that the partnership seeks to enhance electronic services according to the highest standards of efficiency, safety and reliability, in line with the Dubai eGovernment’s “customer first” strategy.

“It is important that we cultivate cooperation as we continue to integrate Government Resources Planning System, expanding the scope of application and integrating procedures at various government departments. This will enable the government to enhance the speed, efficiency, effectiveness and ease in doing government transactions, which are optimised to meet customer needs and help accelerate the digital transformation of Dubai,” said Bin Humaidan.

For his part, Suhail Al Banna, praised the efforts of Dubai eGovernment in leading the development of electronic services and improving government performance in line with best practices and global standards. He further underlined the commitment of Tejari in promoting cooperation with Dubai eGovernment to support the process of integrating government eServices, Government Resources Planning System, e-Procurement and in realising their shared goals and aspirations of strengthening Dubai and the UAE’s leadership in the region in the field of eTransformation.

26 government entities to showcase latest services under Dubai eGovernment umbrella at GITEX 2011

222Dubai eGovernment Department is geared up to host 26 government entities at its stand in the 31st edition of GITEX Technology Week to be held at the Dubai International Convention and Exhibition Centre between October 9 and 13. These entities will showcase over 2000 innovative eServices during the event. Building on its success in the previous GITEX editions in providing an integrated platform to showcase a wide range of government services, Dubai eGovernment has this year booked 2,300 square metres of exhibition space at the Sheikh Saeed Hall at stand number S2-A21, giving all participating government entities greater flexibility to present their respective services in such a manner that it enhances government integration. By this, Dubai eGovernment provides an ideal opportunity for the different sections of the society including citizens, residents, businesses and visitors to witness the different milestones of Dubai eGovernment in promoting eTransformation in the emirate.

H.E. Ahmed Bin Humaidan, Director-General of Dubai eGovernment Department, said: “The main focus of the department during its participation in GITEX Technology Week 2011 will centre on the provision of eServices from the customer’s viewpoint.” He affirmed that Dubai eGovernment is fully committed to fulfil this vision of easing government transactions in line with the needs of its customers, while adopting the world’s highest standards in the delivery of government services through various channels such as the internet, mobile phone, SMS messaging and the unified call centre. He pointed out that “The department is keen on seeking an efficient platform that reflects the services it provides and is regarded as an appropriate opportunity for customers to discover the pleasure of completing transactions through eServices.”

He added: “Our platform has repeatedly played a pivotal role in enhancing the eServices adoption rates by streamlining the channels of communication between customers and government entities for supporting the digital transformation process in Dubai. We will continue to modernize the delivery of eServices to meet customers’ needs on one hand and accommodate the growing requirements of government entities participating under our umbrella on the other, in a bid to achieve our common goal of establishing Dubai as a regional hub for the knowledge economy.”

Bin Humaidan pointed out that as usual every year Dubai eGovernment’s dedicated teams would explore the needs of visitors at GITEX with the aim of upgrading eServices in the emirate and enhancing efficiency and excellence at local departments, enabling them to serve their common goal of accelerating the process of transforming Dubai into a digital society that is more responsive to the needs of its customers.

Based on its keenness on developing its stand annually, Dubai eGovernment has provided fully-equipped halls for giving lectures, holding press conferences and receiving visitors. It will also conduct a series of presentations to explain its methodology in the provision of core eServices, which include Direct Public Services, Core & Channel Enabling Services, Government Resource Planning Services, Collaboration, Connectivity & Infrastructure Enabling Services, Government Information Network and Policy, Advisory and Knowledge Services for local government entities in Dubai. Dubai eGovernment has also updated the event website (http://gitex.dubai.ae), providing full information on the participating government entities and all their eServices as well as the agenda of the event, upcoming lectures, press conferences, daily activities, agreements signed during the event and a location map.

As in previous editions, Dubai eGovernment Department intends to cover the various events, press conferences and agreements signed during this exhibition by means of a series of press releases to be published successively before and during the event. It will also publish a special issue of the “e4all” magazine, which will focus on the services to be presented by the participating entities to visitors.

Swiss students benefit from the Department’s experience in eGovernance

214Dubai eGovernment Department received yesterday, a student delegation from Ecole Polytechnique Federale de Lausanne (EPFL) University, Switzerland, one of the world’s most distinguished technology universities. Led by Prof. Philipp Mueller, the delegation included Senior Manager Marianne Tremblay, and a group of Executive Masters students in eGovernance. The visit, which was part of the students’ training program and was organized in collaboration with the university’s research centre in Ras Al Khaimah, was conducted to support the research activities of the students under the course “ICT, Public Sector Reform, and eGovernance in the Middle East”. The delegation was received by H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment, accompanied by Department Directors and employees.

During the visit, a presentation was conducted on Dubai eGovernment in promoting the “e-Transformation” of Dubai, laying the foundations of an integrated knowledge-based digital community in line with the inspired vision of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister, and Ruler of Dubai. The students also attended a presentation by the Department’s Directors, during which Huda Al Hashimi, Director of Systems Development and Acting Director of Government Resources Planning Systems, showed how government departments are integrated using GRP systems, which help government departments conduct effective management of their primary resources and facilitate commercial transactions with the government.

Matar Al Humairi, Director of Infrastructure Management, further talked about the systems as the cornerstone of the infrastructure of Dubai eGovernment and the backbone of the high-speed connection between governmental and semi-governmental organizations. In addition, the systems ensure cost-efficient, safe and secure information exchange between these entities. On the other hand, Ms. Sumaia Hammad, Director of Communication & Business Development, conducted a presentation about shared services for government departments and the public using a ‘Customer First’ approach. The presentation was followed by interactive QA sessions between the master students and the Directors who answered various queries from the students.

H.E. Ahmed Bin Humaidan said, “We are honored to have received the EPFL Swiss University delegation. This is a very significant opportunity to share our expertise with these master students from different nationalities who are currently preparing their executive masters dissertations on e-Governance from a leading university.”

Bin Humaidan added, “We were keen to offer the delegation a full perspective on the centralized and decentralized methodologies adopted by Dubai’s government departments, in addition to the integrated government resources planning system and the modern infrastructure of the department. We have also demonstrated the role played by information exchange between local government departments in achieving eTransformation throughout the emirate, and we also emphasised how the customer is the number one priority for us, complementing the requirements of eGovernance. I would also like to stress that Dubai eGovernment always welcomes the exchange of expertise and know-how with the students of all regional and international educational and academic institutions, in order to enable the academic community to benefit from our experience in the area of eGovernance. This is in line with our keenness to exchange knowledge and reinforce educational, research and technological initiatives that will contribute to furthering the stature of Dubai as a knowledge-based economy.”

Marianne Tremblay, Sr. Manager at EPFL said, “The main focus of our university is to undertake international development initiatives related to advanced technology and scientific research, while also building strong academic relations and activating constructive communication channels. In this regard, our master students have travelled to seven countries to study eGovernment systems and we were delighted with the unique Emirati hospitality and to be familiarized with Dubai’s leading experience in eTransformation, which complies with the highest eGovernance standards. In particular, we are very impressed to note how the vision and strategy of Dubai eGovernment is driven by great political will at the highest levels, demonstrating that successful eGovernments go beyond technology and require leadership, connectivity and collaboration.”

Ecole Polytechnique Federale de Lausanne (EPFL) was established by the Swiss Government in 1869, and is consistently ranked among the top leading international institutions and number one in Europe in the field of engineering according to Times Higher Education. EPFL also operates a dedicated nuclear reactor in its Swiss campus for students studying reactor physics and is also providing technical knowhow for the first long range solar-power airplane which will attempt to circumnavigate the earth in 2013.

Dubai eGovernment organizes workshop for 30 government departments on asset management


Part of series of workshops to train government employees in GRP systems to help realize Dubai’s Strategic Plan 2015

28As part of a series of workshops for key users of its Government Resource Planning (GRP) systems in government departments, Dubai eGovernment successfully concluded a workshop on automated tracking of government owed assets. The GRP system contains comprehensive functions to track the life cycle of an asset, starting from the day it is purchased to the day it expires or is sold.

The workshop was attended by the representatives of 30 government entities in Dubai, who became familiar with the technological and financial aspects of the project. Dubai eGovernment also selected the SPAN Group to develop the system in government entities for the management of their government assets.

H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment, said: “These workshops are held in implementation of Dubai eGovernment’s vision to boost eTransformation and ensure that all local government entities are connected by rolling out technological systems that contribute to unifying their common infrastructure and manage their affairs in the best possible way. This comes in line with the directives of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai of a connected government. It is also in harmony with our strategy and in response to our ‘Customer First’ vision which is aimed at minimizing our internal customer’s efforts, time and cost by having one central GRP system which also ensures high levels of security against fraudulent acts like hacking and deception.”

Bin Humaidan added: “We are connecting government departments within a structure governed by a common GRP system that provides a comprehensive network for communication and exchange of information while maintaining the privacy of each department. Most entities are using this system in place of their earlier systems which were working in isolation resulting in lack of coordination among government entities.”

A presentation by Eid Al Sabbagh, Manager, Financial Management Systems at Dubai eGovernment, aimed at stressing the necessity for government entities to have all data ready in accordance with the requirements of automation in the upcoming period. In the first phase, the project will be applied in Dubai Municipality and subsequently in the other departments.

At the conclusion of the workshop, Zahi Al Bitar, Solutions and Development Manager at SPAN Group, said: “We are pleased to work with Dubai eGovernment in building a unified system to be integrated with the GRP systems. The system will help Dubai government entities track the life cycle of their movable and immovable assets, some of which are running a substantial volume of assets. We will spare no effort to provide excellent services that meet the needs of government entities and are seeking to develop our partnership to cover other areas in the future.”

The GRP systems implemented by Dubai eGovernment for 30 government entities and covering around 25 integrated systems form the backbone for the efficient management of the basic resources of Dubai Government departments. They are used to manage human resources, payroll, finance, procurement and storage, and asset management.

They also support the recruitment process and transactions with government agents and suppliers, and enable government employees to efficiently perform their duties by providing a wide range of integration and supplementary reports. Dubai eGovernment is keen to streamline these systems and train government employees in their use as part of its commitment to helping realize Dubai’s Strategic Plan 2015, which aims for governmental excellence and the development of an integrated knowledge-based community.

Dubai eGovernment has just released the February issue of its official magazine ‘e4all’. The magazine educates and updates government employees and the general public on eGovernment services and the emirate’s path towards a knowledge-based community.

The editorial which is written by the Director-General, H.E Ahmad bin Humaidan highlights how departments and the public benefit when there is competition for excellence.

The cover story entitled “Analysis and Evaluation of 21 Dubai Government Websites” shows the latest rankings for department websites and analyzes the overall progress made by departments as per Dubai eGovernment website standards and guidelines.

Other feature articles include the smart systems used by Dubai Civil Defence to monitor and protect buildings against fires; the newly launched portable office called ‘Amer’ from DNRD which allows visa related government work to be done at convenience from your office or home. There is also a statistical study, which shows a rise in the amounts collected by Dubai eGovernment’s ePay portal in 2010 as well as a review of the websites of Dubai Municipality and Dubai Police from the perspective of the ‘Customer First’ vision of Dubai eGovernment.

Call aimed at delivering better government services in future

2130Dubai eGovernment has launched an online customer survey on Dubai.ae to measure customers’ ICT usage for completing their transactions with local government departments and gauge their satisfaction with government online services.

The survey, which is exclusively targeted at Dubai based citizens and residents, calls upon university students, working professionals, home-makers and retirees to ensure their opinion counts most for future planning and delivery of newer online services for the Emirate of Dubai.

Commenting on the survey, H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment Department, said: “This survey is in line with the directives of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President & Prime Minister & Ruler of Dubai, for an integrated and transparent government that meets the needs of citizens, residents and businesses in Dubai. It also aligns with our ‘Customer Comes First’ strategy which ensures that we listen carefully to what our customer wants, before we engage and act upon their responses to deliver new customer-focused government services. We assure our customers that their opinions are extremely valuable to us and their responses will be used for statistical and analysis purposes in an anonymous manner.”

The customer surveys which can be accessed from either the top or bottom banner of Dubai.ae – the official portal of Dubai government; or from www.deg.gov.ae – the corporate website of Dubai eGovernment Department; can be undertaken completely online in either English or Arabic with separate surveys targeted at Dubai based university students, working professionals and home-makers/retirees in Dubai.

The first part of the survey measures the customer’s ICT skills, access to the Internet, opinion on cost and quality of internet access. The second part measures personal and business usage of the internet to gauge popularity and usage of social networking, online banking, online tickets & travel, online educational courses, online job search, and company usage of the internet for government services, while the final part of the survey measures most used government services online, reasons for usage/non-usage of government services and concludes with an open text area for customers to give their suggestions and feedback on how Dubai eGovernment can improve its online services.

Dubai eGovernment will continue to align its policies in line with its ‘Customer Comes First’ strategy and other than regular customer surveys intends to use social networking tools to ensure it always listens and responds effectively to the voices of its citizens, residents, business community and visitors.

MoU aims at opening new channels and providing more payment options for customers

2126Dubai eGovernment has signed a Memorandum of Understanding (MoU) with UAE Central Bank to expand the scope of its ePay gateway by including new banks. The MoU is in line with Dubai eGovernment’s ongoing effort to provide government department customers with instant payment facilities of government fees without having to waste time and effort visiting banks or the concerned departments, thus ensuring the highest levels of efficiency, security and reliability.

By connecting with the UAESWITCH at UAE Central Bank, Dubai eGovernment will allow corporate or individual customers to settle government departments’ fees through Dubai eGovernment’s ePay portal using ATM cards or through pre-paid cards. These payment options will be added to the other options that are already available to customers. Dubai eGovernment is keen on leveraging its cooperation with UAE Central Bank to open new prospects for customers by expanding the number of banks using the ePay gateway from four at present to all the 46 banks using the UAESWITCH, thus furthering Dubai eGovernment’s ‘customer first’ strategy.  

Commenting on the MoU, H.E. Ahmed Bin Humaidan, Director General of Dubai eGovernment, said, “Over the past few years we have been able to upgrade the ePay portal to meet the needs of our customers, who can now make payments for government services electronically by three methods: credit cards, e-Dirham and direct debit from their accounts in the participating banks. During the first half of this year, the portal marked a considerable increase in the total amount collected, achieving a 60 per cent growth compared to the same period last year. This reflects both the increased adoption of ePay and the growing trust in the effectiveness and security offered by this service.”

“We are looking forward to expanding the ePay network by entering into more strategic partnerships. In this regard, we are pleased to partner with UAE Central Bank, which is keen to formulate and implement banking, credit and monetary policies aimed at supporting the growth of the national economy in line with Dubai’s progress towards eTransformation. We will spare no efforts to benefit from new cooperation opportunities that will contribute to the creation of a secure digital environment for the payment of government fees. Further, this new partnership with UAE Central Bank reflects our commitment to open new channels to bring us closer to our customers and enable us to meet their expectations by providing them with more options with the banks using  the UAESWITCH,” added Bin Humaidan.

Bin Humaidan noted that Dubai eGovernment seeks to ensure that an optimal level of facilitation is provided to customers of government departments in line with the directives of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, with respect to establishing a practical and interconnected eGovernment capable of providing the public with all kinds of services through innovative electronic channels that are accessible anytime, anywhere.

H.E. Sultan Bin Nasser Al Suwaidi, Governor of UAE Central Bank, said, “Connecting Dubai eGovernment with the UAESWITCH is a significant addition for its ePay portal which allows it to provide more options to its customers and supports its initiatives and ongoing endeavours to upgrade its services.” He explained that the UAESWITCH, which has been in operation since 1996, is used by 46 banks and is connected to all GCC countries.

Dubai eGovernment launched the ePay gateway in 2003 as an innovative electronic channel to provide online payment facilities to the customers of government departments. Initially three departments availed of the gateway, but this eventually grew to 22 government and non-government entities by 2008. With Mohammed Bin Rashid Housing Establishment and Dubai Civil Defence joining the gateway during Gitex Technology Week 2010, the number of entities rose to 24. Over 20 UAE service providers currently use the platform for more than 200 eServices offered by government departments to their users such as DEWA bill payments, ‘Salik’ recharging, and traffic fine settlements. To enhance security, the customers’ credit card data are not inputted or saved when the service is processed. The ePay method is compatible with Visa International’s “Verified by Visa” and Master Card’s “SecureCode” programmes.

227Dubai eGovernment in collaboration with government departments has re-launched the “Best Online Customer” electronic promotional campaign under the banner “Pay & Win” during the 30th edition of Gitex Technology Week 2010 scheduled to be held in Dubai International Convention & Exhibition Centre between October 17 and 21.

All prizes for the ‘Pay & Win’ raffle are sponsored by Dubai Police, Dubai Courts, Dubai Tourism & RTA. These departments are keen to support Dubai eGovernment’s efforts to enhance adoption of online services and the eTransformation culture in the emirate. Names of winners will be randomly chosen from customers who use Dubai eGovernment’s ePay gateway between September 1 and October 10. Prizes vary from iPads, iPhones, AED 2500 cash prizes, Dalili navigation devices, Dubai city tours, hotel stays & meal vouchers, and sea cruises on Dubai Creek.

Sessions complement 1st eTransformation Forum

216Dubai eGovernment Department organized the second phase of workshops dedicated to key users of its Government Resource Planning (GRP) systems in government bodies last week. The 4-day sessions were aimed at assessing proposed system developments and were conducted to complement the 1st eTransformation Forum held by Dubai eGovernment earlier this year. The forum is part of the Department’s strategy of drafting an overall plan for reinforcing the eTransformation process and further integrating Dubai’s government bodies to provide easier access to public services.  

In the first workshop titled “Human Resources Systems and Self Service,” participants discussed opportunities to improve the application of GRP systems in government departments and authorities. The second-day sessions tackled eLearning and training strategies as well as eEmployment and topics related to tools for streamlining the annual plans for these two fields. Discussions on the third and fourth days focused on reinforcing the application of salary systems in government departments, including the salaries of civilians and military staff. They also underlined the need to enhance the automation of government procedures, integration, connection, and availability of information.

Representatives of Dubai eGovernment’s GRP Systems Department reviewed upcoming improvements to the salary systems, including time and workforce management functions and the broader use of “Tasaheel” services which enable department employees to use the SMS and IVR portal to request information.   

Commenting on the workshops, Dubai eGovernment Director-General H.E. Ahmed Bin Humaidan said: “The GRP systems are among Dubai eGovernment’s most important contribution to government bodies as they provide the infrastructure that government departments rely on to manage major resources, work with high efficiency and help enhance the level of human skills. We are thus intensifying efforts to draft an overall plan for further developing these systems, with particular focus on regular evaluation, workshops, and direct meetings with government authorities using them in order to consider further improvements and services aimed in the first place at boosting performance and promoting a culture of excellence in the provision of eServices.”

“We are committed to applying human resource systems that conform to the highest standards in government bodies. We also intend to develop an employment portal that displays all departmental vacancies and posts job offers. Training systems are of great value as they support more integration with human resources, salary systems and performance assessments. This helps increase efficiency, unify information and optimize use,” he added.

“We are also studying the addition of actual services and improvements such as the expansion of self eServices for employees and other initiatives that promote the broader adoption of eServices. We had earlier requested feedback from the various government departments to specify the kind of improvements we should apply to expand integration between our systems and their specialized systems. We will ensure that the improvements we make will constantly satisfy clients and all stakeholders and be in line with Dubai Strategic Plan 2015, particularly its emphasis on government excellence”, he said.

“Although relatively new, GRP systems have proven their success and efficiency seven years after their introduction. This is the motivating factor for our commitment to organize workshops for updating specialists in government authorities who use the systems and further developing their skills in this regard,” Bin Humaidan explained.

Mohammed Karzoun, Director of Dubai eGovernment’s GRP Systems, said: “These workshops complement what we started earlier to improve the performance of GRP systems based on a survey we gave to government departments. We are looking at more ways to apply these systems to achieve higher levels of performance and customer satisfaction.”

Karzoun noted that Dubai eGovernment gives all departments equal priority when assessing system improvements and ensures that their unique needs are considered. This cooperation reinforces government efficiency and speeds up processes, he said.

The recent workshops considered the compatibility of the draft project on system improvements with the enhanced law on human resources as well as the partnership with the Dubai Government’s Human Resources Department involving projects on attaining completeness of data, data quality, ePerformance evaluation, and human resource and salary improvements.

The government resource planning systems implemented by Dubai eGovernment for 30 government entities – which comprise around 25 integrated systems – facilitate the highly efficient management of the basic resources of their current users. They are used for Human Resources Management, Payroll, Finance systems, Procurement and Storage, and Asset Management. These automated systems have been increasing departmental efficiency and have simplified cooperation with external parties such as applicants for employment, government agents and government suppliers. They offer government employees the opportunity to boost productivity through a wide range of integration, automation and supplementary reports.
